Dr. Herbert East is working in his uncle’s clinic (which looks like a warehouse) and experimenting with brain transplants. Meanwhile, his uncle (played by Jean Rollin) is in financial trouble, and there’s a presidential candidate who needs a brain transplant, and a bunch of other weird random shit happens. It’s pretty gory, and goofy, and at least it tries to have a plot. Bill Lustig has a cameo playing himself, being tormented by dreams of Maniac Cop.
